i have a 1999 c230 kompressor. what are some free or very inexpensive mods that can increase hp and fuel efficiency

Free mods:  

-higher tire pressure to increase fuel efficiency

-strip weight to increase fuel efficiency and increase performance

No state will allow you to remove the Catalytic Converter from a car that came with one from the factory.

Inexpensive modifications won't give you a noticeable hp increase.  K&N filters can actually decrease your mpg and hp, and let through a noticeable amount of dust and particulates.  

If you want better fuel efficiency, lighten up on your right foot and keep air in your tires.  All of those silly "OMG LOOK AT ME I WILL SAVE YOU 800 BUCKS A YEAR ON GAS!" type products are scams.
