No.  I don't even think they "vince fostered" Vince Foster.  He committed suicide.  I don't think the FBI would have let them off the hook for that if they wouldn't even give Bill a pass on the Monica thing.

Travelgate happened because the head of the travel office was mixing government money in with his own checking account.  He was tried for embezzlement.  Prominent members of the media, who were his character witnesses got him off.  Then he retired.  One other retired and the rest of these employees were put back in their jobs even though it was completely at the discretion of the president as to whether they worked there or not.  If you thought somebody was embezzling government money, would you fire them?  

Many of the things that were written about the Clinton's left out some very relevant information to make them look bad.
