-including improper passing, reckless driving and unsafe passing

-no insurance on the motorcycle.

he has no insurance, the bike is unregistered

and he has a pretty good record with the police

Not necessarily. People are assuming that the punishment always suits the crime but that's not always the case.

Prison overcrowding, liberal measures to prevent re-offending and inconsistencies between crimes and punishments mean that he may not go to prison.

I'm not condoning his actions, just trying to provide a realistic response.

No, he won't go to jail. They don't send people to jail for traffic violations and accidents unless they are under the influence. He will probably get a good size fine and the guy driving the truck might sue him.

He will go to jail if he doesn't pay the fines.

He's obviously going to get a couple of tickets (at least) which he will have to go to court on. The motorcycle will be impounded. Since he has no insurance, the other guys insurance company will pay to fix their clients truck and then come after your friend for the full amount (including the deductible the guy with the truck had to pay even though it wasn't his fault).

Did he hurt anyone?   If no probably not, just get his license taken away and a lot of fines.

Its unlikely as this is a motoring offence and the jails are quite full at this time. He should go to jail though, I just hope he hurt himself and not others.
