  1. No one. You go sit down with a recruiter from which ever branch you're considering. Answer his questions, ask your questions, take the ASVAB, fill out the medical & moral history & background... Then your recruiter will decide if you need a waiver. If you need a waiver your recruiter will then start the paperwork.
