I don't think so. I think that it took some time for people to develop social activities, then they developed opinions about those activities. Eventually those opinions manifested themselves into how they governed social activities, and with that came a conflict of opinion, which snowballs and spills over into all the other facets of a community, and viola~a society has evolved! I guess it just depends on what your opinion of a society is and what characteristics your version of a society has.   There are many aspects of society that could not have developed overnight, so to answer this question we would need to define the society whose creation is in question.
