Question

is there any water pokmon that could be found without "surf", and where.?

Well if you have a fishing rod, it should be easy enough, but if not wingull can be caught at like lv 3, near the start of the game.

2. Wingull can be caught at Route 103, 104, 110, 115, 118, 121, 123  and Mt. Pyre - without surfing or fishing.

3. Marill can be caught at Route 102, 111, 114, 117, 120, 117 and 120. - without surfing or fishing.

4. Barboach can be caught at Route 111, 114, 120, Meteor Falls and Victory Road - Good Rod

5. Corsola can be caught at Route 128 and EverGrande City. - Super Rod

6. Surskit can be caught at Route 102, 114, 117 and 120. - without surfing or fishing.

7. Sharpedo can be caught at Route 103, 118, 122, 124, 125, 126, 127, 128, 129, 130, 131, 132, 133, 134, Mossdeep City and Pacifidlog Town - Super Rod

8. Route 103, 105, 106, 107, 108, 109, 110, 115, 121, 122, 123, 124, 125, 126, 127, 128, 129, 130, 131, 132, 133, 134, Dewford Town, EverGrande City, Lilycove City, Mossdeep City, Pacifidlog Town, Seafloor Cavern, Shoal Cave and Slateport City - Good Rod

9. Corphish can be caught at Route 102, 117 and Petalburg City - Good Rod
