    Water possesses the property of being able to change from an electrically neutral state to a lower energy ionized state.

  3. If you are describing its behaviour as an oxide then you should describe it as an amphoteric oxide because it will react with both acids and bases.  (There are very few neutral oxides - which will react with neither acids nor bases.  Carbon monoxide is the commonest example).

    If you are asking for the pH of the pure substance then you would have to say that water was neutral: its pH is 7.
