i heard from a friend that they make a tool for digging shallow 3-4" water wells by hand. appx 25ft. the tools either hooks up to a water hose or is a pipe that rams the ground

  2. Depends on the soil conditions. Clay or moraine type soil with large rocks are not going to move or dissolve so easily. Sand should be easily displaced by water. The best way is to have a soil sample truck come out and punch a hole to the primary water aquifer and then install a PVC pipe. Even a 1 inch diameter PVC pipe can give substantial ground water delivery. You would be surprised how small a diameter  well pumps are available for.

    Please remember that the first aquifer may be ok for watering of lawns but I would be very hesitant about using it for drinking water if you are anywheres near neighbors with septic tanks, fertilize, use granules for grubs, weed control agents, farms, or factories. If you choose to do this then take some water samples  in for analysis. Your county may offer this service free of charge or a nominal fee. Don't rely on a single sample for a blessing to its quality.
