Web design is usually 1 of 2 things. Most of the time when I see somebody talk about web design - they are talking about making a website. Other times, it can mean just picking how the website will look or what it will do. A lot of the time the web designer does both of these, but sometimes a client will have a look that they technically "designed" but they want you to turn it into a functional website.

The contents can be words, pictures, flash applets, javascript, etc ...

If you want to learn how to do web design, there is an easy way and a hard way. The easy way is to get a wysiwyg (what you see is what you get) editor such as FrontPage (expensive) or CoolPage (cheap). They can make designing a website almost as easy as writing stuff down in Microsoft Word.

If you want to do it the hard / right way, you will need to start by learning HTML and CSS. You can learn these for free at www.w3schools.com . All you need is notepad and a browser!

And web designers almost always need something that they can create / edit graphics (pictures) in. Microsoft Paint can work for a beginner, but I prefer Adobe Fireworks. I also use dreamweaver which is like a combination of a wysiwyg and a plain text editor.
