clicking on Fn+F10 shows battery miser,but doesnt turn on the webcam,pls help.

Similar problem on my LG E300. Used windows update and my built in webcam existed no more. Reinstalled Windows and it helped. Installed Vista service Pack 1 and the cam disappeared again. It uses the USB video driver but how can I possible get it working without reinstall Windows and reinstall everything again? Any clue anyone?
