Weird cursor problem?

Question

ok, i recently got a new computer from a friend (its a little used + vista windows 07) and everything works fine BUT the cursor. i mean, the cursor can work but sometimes its not "accurate"

for example, in paint, lets say i try to resize the canvas, but when i try to hover over the corner, it wont turn into the resize cursor symbol. and sometimes when im on the internet, i have to hover a little more on top of the link in order to click on it

can you guys help me to make it more "accurate" (im really not good at explaining)

not sure if there is much you can do about it.. but u can try takin the mouse apart and cleaning it
