Weird internet speed increase?

I was downloading this Skype program an hour ago. But then my modem over heated, so i turned it off to let it cool down. But just a couple minutes ago, I restarted teh download and teh speeds actually went up to 1.2 mb/s

and it just sped through the 22 MB file in just 10 seconds. After a while, the speed lowered little by little and soon returned to my normal speed which is 150 kb/s

This is probably illegal but how can I force my downloads to go that high over my ISP speed cap?

  1. First, your download probably resumed from where it left off before.  This would make it appear like it blasted through the file really quick when it really didnt.

    Also, their is a trick a lot of ISPs use called burstable bandwidth.  What they do is they allow downloads to be uncapped for the first few seconds but then enforce the cap therafter.  This makes small downloads like webpages and small images to fly.  You could take advantage of this by having a program constantly stop and start the transfer but the amount of time require to rebuild the connection would likely offset the performance increase
