The character is from a show called Invader Zim, and his name is GIR.  

You can catch it on Nick on Channel 612 on Astro. I think it starts at 3.00 something in the morning. ( Asian Hour)

The character is from a show called Invader Zim, and his name is GIR. (All capitals, mind you!)

He's really a robot, but he is wearing a dog-suit. He is a security robot the Invaders got for their mission, but he was messed with so he's rather crazy, which is why he's so comical.
