Different guys start at different times.  You could even be 16 before you start.

You you do not start by then, then tell your Dad (when you get to be 16) that you need to see a Doctor about a problem with your 'male plumbing'.

Meanwhile, relax.  It will start when it is ready to start and not before.  At your age, it's really beyond your control.

Concentrate on doing well with your studies.  One of these days you will get a pleasant surprise and have a wet dream (during which you ejaculate).  When you wake up at the end of the dream, you will know then that everything is normal.

It's completely different for everyone, though, depending on when you start puberty and how quickly you mature.  The age range can go from as young as 8 to as old as 16/17/18.
