    The "chief" of a province is called the Premier.

    The provincial government controls mainly education and employment, although they do take care of roads in the province.

  6. The first person has it ALMOST right - but sorry to say, Montreal is not a province, it is the largest city in the province of Quebec. And NWT is the Northwest Territory (singular), not territories.
