What are federally regulated waters?

Can any one point me to a good resource indicating what bodies of water are federally regulated (in particular Washington state).

I have heard different definitions

- salter water and rivers

- salter water more than a mile out

- anything other than a privately owned lake

but none with a good (or even poor) reference supporting the definition.

note: boating regulations exempt a boat from requiring registration/titling if the boat is less than 16 feet, less than 10 hp and used on non federally regulated waters in Washington State.

Any ocean connected waters. In other words navigable waters that you can get to the ocean. If a power plant is located on these waters it may come under national security regulations too. Dams also.
