The scariest movie I've seen is Texas Chainsaw Massacre. It's mostly the fact that it actually happened. And it has real footage from 1973 in the movie. God, it's scary.  Oh yea, and definately has drama.

Another is Prom Night. My friend said it was scary and just by the previews, you can tell it has drama.

Two really good ones.

And the Grudge movies are awesome! Another series is the Final Destination movies. The 1st is the best.

uh Clover field is kinda good. Its not the most scary movie, but it still has tons of drama and gives you a lot of chills up your spine. And there's also not a lot of gore so its pretty appropriate for 13 and up.

The drama is very tense, and although I'm not really a big fan of horror or monster movies, this movie is at least on my top 10 of favourite movies.
