What condition do I have?

I have had this problem all my life. My eyes always look glazed over, whether I have had sleep or not. People always say i look stoned but I have never touched drugs in my life. What is wrong with my eyes and can I get surgery done to not have this appearance with my eyes. It has affected my job prospects because people think im a drug addict, please help!

same happened to me i got turned down cos they thought i was on drugs, my eyes weep a lot especially in the cold
