  1. It holds the throttle at a steady position to keep the car at a certain speed. It's nice on long trips and good for mileage.  Just don't use it in rain or snow.  It can cause problems.

  3. dumb answer for a dumb question...it controls your cruise.

  4. Unless you have a "Hot Foot" installed on your boat Or are running a PWC then all boats have a "cruise" on the throttle. Wherever you put the throttle it stays till you pull back or push up.
