Let's start with the kitchen. They have to have some knowledge of cooking, food preparation, food serving,  and the people who do those operations. They hire and fire. They watch the purchases which come in , and consult on the menu. They supervise the wait staff for all meals. When things are busy, they take on any activity where help is needed even to clearing dishes and setting tables. Those are the duties of a very good restaurant manager.
