they take you to higher levels where you can ask/answer/vote on questions.

They raise your level, they allow you to ask questions. Other than that, it really isn't good for much.

Let you be able to ask something.

They take 5 points from you whenever you ask something.

They give 2 points per your answer to others and sometimes give 1 points on reading another's question.
