Hello i'm from portugal visiting LA.. I was in LA and i heard a guy say about another guy.. Quote(Look at that fool creeping, But he doesnt know i got that 9 strap..

What does creeping mean and what does strap with a 9 mean??

yep 9 mm handgun  and creepin meant the guy was creepin up on him

creeping means sneaking, and strapped means has on his person, and 9 is a gun type.
