What does LBE stand for?

Im going after some work with another company but want to make sure I dont create a conflict of interest with my current company, the guy Im working with said that my company cant go after this job because they are not the primary LBE.

What is a LBE?

Ok, don't take my answer as fact, but I have found a decent guess. It may  stand for Locally Based Enterprise. The LBE program in New York makes sure that locally based contractors get first dibs on larger projects. Maybe other states have similar programs. Check out the website on my source...it may definitively answer your question. If not, sorry for confusing you more. Again...this is just a GUESS...
