To me, (socially) outgoing means being sociable, open, and friendly with others whether you are an introvert or an extrovert...Some people can be outgoing with high energy/ enthusiasm, others can be outgoing with a laid back, or gentle sensitive personality...

to me it means someone who is open to human contact.....they dont have to be loud as such.....but they have to be friendly and open to people....and wanting to get involved in things as opposed to watching from the sidelines....maybe also having some confidence.....its hard to be outgoing without confidence.....unless u fake it lol

I think outgoing means being open and friendly to people. Just being open-minded, extroverted, bubbly, exotic, wild, free, playful, confident... You'll need to be happy and have self-esteem.

But then again, there are many definitions of outgoing. Just look it up in the dictionary or thesaurus to help you.
