It means he doesn't know why he didn't notice you before but he's noticed you now and likes what he sees.

I don't know what the context of the conversation was but he sounds very cocky to me.  To overlook someone is to not even see them!!!  Maybe he doesn't know what it means either, some people just say words because they like the way they feel on their tongues!!!  Good luck :)))

He is saying he is surprised he didn't notice you earlier. It doesn't necessarily mean its a bad thing, but it would kinda help if we knew who said it, meaning the relationship you have with this person, and specifically WHAT he overlooked.

Was it your soccer coach? Did he miss that great goal?

Teacher, did he pass you up for an honors recommendation? Love interest, didn't notice what a sweet girl you were?

It means....... to Look past, fail to notice, someone or something.

Someone or something can be right in front of you and you can fail to see it / them....... overlook it.

Have you ever looked for something and it would be right around where you were looking and still missed it? That's overlooking.

If you `over-look` something, you either do not see it, or you forgot about it.

Example; I did not attend my dental appointment, because I over-looked it. ( forgot it)

I did not choose you as my tennis partner, because at the time, I over -looked you. ( did not see you/ know that you were available)
