I think it's about pretending to be someone you're not.  Even though you're hurting, you fake a smile.  On a more specific level, I think she's talking about celebrities who have their entire lives publicized.  The fences are the borders between what people expect you to be and who you are.  It's a way of separating yourself from the chaos and acknowledging that there is more going on than what people see.
