Do you mean Dog Whisperer?  There's a show on the National Geographic Channel that features Cesar Milan, who is a "dog behavior specialist."  

Usually when someone is a "whisperer" it means that they have a special talent or ability for communicating with or understanding non-human entities i.e. the "Ghost Whisperer" (Jennifer Love Hewitt can communicate with the dead) or "Horse Whisperer."
