I agree with almost everything everyone has written below, but want to clarify one point.  This is an educational label.  It tries to categorize what the child's problem is.  The reason I bring this up is there is a new category for Autism.  This is different than EBD or SLD categories.  I just learned this the other day.

This is the latest craze that the so called experts are labelling some difficult children with. For whatever reason, whether it is because the parents want a label or the professionals can't be bothered to fully assess the child they can use the term Emotional behavioural disorder. It can cover ADHD, autism and other recognised conditions. By this time next year there will be a whole new name for it. No there are no special schools for it because it is a label that can cover a wide range of conditions.

EBD is the new flavor of the year. It has just recently started being used. The labels used to be emotionally handicapped and severely emotionally disturbed. If you are in education long enough, you realize that things come and go and then come back again.

To receive EBD as a label, the student must exhibit consistent maladaptive behavior, which exists to a marked

degree, which interferes with the student's learning process, and which may include but is not limited to any of the following characteristics:

    *An inability to achieve adequate academic progress, which cannot be explained by intellectual, sensory, or health factors

    *An inability to build or maintain satisfactory interpersonal relationships with peers and teachers

    *Inappropriate types of behavior or feelings under normal circumstances

    *A general pervasive mood of unhappiness or depression

    *A tendency to develop physical symptoms or fears associated with personal or school problems

In addition to the above criteria, an emotional handicap must exist over an extended period of time, and in more than one situation.  The emotional handicap must interfere with the student's learning in academic areas, social-personal development, language development, or behavioral progress and control.

Yes, almost every school district has a school for children who are too violent or disruptive to be maintained on a regular campus. Besides being Hospital/Homebound, It is the most restrictive environment that a child can be in.

Incidentally, a well run EBD school is a very good place for these children. They often have better access to counseling, usually a psychiatrist makes regular visits and they are in much smaller classes. Often children make it out of these schools because they learn to behave more appropriately.

These schools are also good places to work. There is very good support and usually the staff has a good camaraderie because they depend upon each other so much. They are also there because they love kids. It takes a special kind of person to teach at these schools.

3) All diagnoses in Special Ed. are on a continuum: the child should start with all-day General Ed, then add Designated Instructional Services, then Resource Specialist Program help, then Special Day Class, then personal aide, then Non-Public School., then Residential Treatment Center.

I personally think a lot of this stuff has been around for a long time. We are just grouping them now. There are special schools for almost everything, sometines hard to find because of names. The best practice is regular schools with accomidations. The one issue with a special school is where are the kids going to get their role models from.
