What is Plan 8?

What is Plan 8 all about? I was looking into renting apartments, and there was this stuff mentioning about a, "PLAN 8."

Here in New Mexico there is something called Section 8 housing assistance provided by the state.  i would assume Plan 8 is similar to the Section 8 here.  It is money paid to the apartment complex for part of the tenant's rent for lower income folks.  There is usually a long waiting period for this type of assistance and you generally apply through the state or the county.
