What is a benevolent monarchy?

  1. its usually a term only used in countries where the monarch has absolute power (as opposed to Britain, Belgium etc, where government hold the power) but is kind and caring towards its subjects anyway. Similar to a benevolent dictator

    Benevolent just means caring and generous (instead of ruling with fear).
