  2. Basically it means let the economy run itself without anytype of government involvement or interference. The results of such a policy can be very bad as in layman's terms the rich get richer and the poor get poorer.

People who support laisses-fair economics want very little or no government interferance or intervention, minimal taxes and regulations.  They do not support redistribution of wealth or any welfare.  They believe the most productive people will earn the most, and if people aren't productive they shouldn't get help from the government.
