Its when you go down the mountain on your edge, also known as sideswiping or sideslipping.  Its something beginners do a lot.  

Never do this off the runs when there is powder, because it ruins the snow and pisses people off who want to enjoy it.

Most of the time bare icy spots at the top of the mountain aren't from people, but from wind.  The tops of mountains are often open faces, so the wind will pile up snow in some areas and leave other areas icy.

When you go down the slope on your toe or heel edge.  Usually heel edge.  Also called butter-knifing.  You're just pushing all of the loose snow into a big pile at the bottom of the mountain.  If you come from the top of the mountain to the bottom after a crowded day, it'll really be evident.  I've had many times where I would come flying down from the top only slowing when I saw ice, and the upper part of the mountain I noticed to be somewhat bare.  However, when I got to the bottom, there were all these uneven mounds of snow from people pushing it down.  I'm talking about lots of loose powder here.

Don't be scared to go fast.  Snowboarding isn't something for people who get scared easily.  Push yourself and progess.

It means to pretty much slide down the hill, with your board like _ instead of | so that you're going at a very slow pace, and not turning at all. It's usually how beginners start out, then you gradually work your way up to carving =D

I have never heard the term "plowing" in reference to snowboarding.  I suppose the person using the term may have been referring to "sideslipping" which is riding one edge sideways down the hill.
