more or less the same, but obviously bye is forver (hopefully! joke!) & see ya later means what it says...

for see you later = self explanatory

for bye = for a longer period of time.

"See you later" has just become a colloquialism for 'bye' - they have no intention of seeing you at all - at least not that day!  They just mean - 'I am going now'.
