Its a fricken mud shark.  Or at least that is what we called them.  I used to catch them in bay in San Diego and Mission Bay all the time.  Little buggers get you bait when bottom fishing for bass and halibut. Ugly too.

It's a mutated Sting-ray. I used to catch healthy ones years ago when I fished off the coast of NSW (Aus)...

It is possible the pollution that we dump in our oceans can cause sickness in fish's; thus having mutated offspring's.

*The protein tissue of fish is very weak, thus any pollutant can cause illness.....
