It is a bittorrent client. One of the more widely used ones, in fact.

It was made with the goal of being the most lightweight client around.  It is less than a megabyte in size, and uses very little memory. That's where it gets the name from, actually.  It's name is really µTorrent (that's the symbol for "micro"), but for convenience's sake, people usually write it out as "utorrent".
