i'm not sure what a slate core surface is but warping refers to the cue stick, it's when the end of the cue is starting to bend a little bit

Slate core is a trade name for cheap Material that looks like slate almost, A warped table looks like it has a wave in it

A stick looks "Bent"

Warping refers to the cue stick's bending, causing incorrect impact or a more likely miss hit.  It usually happens to ones made from wood.
