Well, it depends on what you're looking for.

The best for scary, scream-your-face-off rides is Cedar Point, home to Millenium Force and Top Thrill Dragster.

The best place for themed coasters that are less scary is Disney World (which includes Magic Kingdom, Animal Kingdom, EPCOT, and MGM Studios.)

Finally, the best park for a good mix of both is Busch Gardens Europe and or Busch Gardens Europe.
