if i was pouring a pool deck would the best be portland 3500 PSI???

Fibered 2500-3000 psi should be plenty unless you plan to run heavy vehicles on it.  Insure you have at least 4" thick with expansion joints.

if you use  Portland 3500 PSI which is fine, I also recommend that you also use 6x6 welded wire mesh so that the concrete has a less tendency to crack
