What makes a "needy" person? ?

Somebody who's self worth is regulated by external reality. If they don't feel good about themselves then whoever they are friends with/in a relationship with becomes responsible; it's tiresome.

everyone has needs so everyone is in a way "needy." if someone calls you needy then they are obviously not interested in being supportive and helpful in meeting your needs. or maybe they feel like they give help and don't recieve it back. I don't believe a person can go on in life without emotional help from others, but sometimes people just don't have the ability or energy to help so they call you "needy," and then you have to try and rely on yourself without falling apart until you find someone else.

someone who is usually very self-centered and insecure.  they are always thinking of themselves and what they want.  they have low self-esteem so they seek it through attention of others.

Sumeone who constantly needs approval, asks for it, sumeone who needs attention constantly

Sumeone who desperately wants to be luved

I would think someone who feels insecure, therefore needing assurance on a regular basis.

It could stem from the fact that they either had an abusive relationship/ upbringing or traumatic experience prior that resulted in such a (needy) behavior.

They constantly feel the need to be reassured that they're fine the way they are or that they're loved at all times.

My preacher  received an amount of money that an anonymous donor wanted to get into the hands of a "needy" person and he asked me to find that person.Boy-o-Boy.Everyone I thought of had needs, but they were not considered because of certain things in thier lives----not legally married,current or former drug use--police contact.something ruled all these people-out and they all were dirt poor and could have used a good meal and a hand-up.I gave-up.Needy is Needy-We all could fit the profile.Needy is having a situation or circumstance that can be enhanced in a positive way by the intervention or envolvement of an outside influence.
