What makes a teenage boy stiff?

just wondering because the guy that sits to my left in one of my classes can never sit still and when he talks to me he doesn't breathe...and he's always fidgeting back and forth. Tomorrow I was going to wear a V-neck blouse but I don't think that's a good idea.
