What makes younger girls flakey?

When I was 19, I knew what I wanted (I'm in my late-20s now).

Don't females mature faster than males?

Changing your mind about what you want in life, or rather, keeping an open mind about what you want in life, doesn't make you "flakey".  Besides, I know plenty of older men (30s and 40s) who still don't know what they want.

They say that girls mature faster then boys but personal I think that it depends on the individual

Flakiness varies from person to person.  Again, it irks me when people say, "Why do women do this", or "Why do all men act like___?"  When it comes to personality traits, it varies from person to person.  I've met flaky people of every age, gender, race, etc.
