What material should I use?

Hi everyone, I'm a new user on Yahoo! Answers and this is my first time asking a question. I'm making a Prince Marth costume and I was wondering what kind of material I could use to fashion his shoulder and chest armor. It would need to be bendable and yet retain its form upon being bent. I don't want to spend too much money or time making the armor, and I most definitely cannot do metalwork. I'm not worried about what it would look like, I'm intending to cover the material anyways, especially since he wears a cloak on top. Thank you!
