  1. As others have said, there are no rules, only laws and regulations.  You can get a document that contains all the laws at

    http://www.irb.com/NR/rdonlyres/5FB8A13C...

But, be aware it is about 12.83MB in size and will take a while to download or view.

Altrernatively, you may want to download or view each law individually, you can go to this page

    http://www.irb.com/EN/Laws+and+Regulatio...

Then you can select each law individually.  To help you out, I will provide the list of current laws, so you do not have to open each one to find out what it is about.

    "BEFORE THE MATCH

    "Law 1 The Ground

    "Law 2 The Ball

"Law 3 Number of Players - The Team

    "Law 4 Players’ Clothing

"Law 14 Ball on the Ground - No Tackle

"Law 15 Tackle: Ball carrier Brought to the Ground

You can get the regulations from this web page

    http://www.irb.com/EN/Laws+and+Regulatio...

It also provides a list of the regulations so you can already see what they are for, before opening them.

You can get the complete regulations here, it is about 6.08MB in size
