majority of people corrupted bcoz they need more or not setisfied, also they are not afraid of the consequencs ahead. public must be noe that they will pay a severe punishment if caught

The solution is to pay the people better salaries.  One of the reasons that the USA doesn't have the petty corruption is that people are paid well.  Of course there's plenty at the high end, though.

set up a personal credit system.in this system, all government office staff have their own name credit account, ID No.and other body character.also their relatives enclosed.any money in or out record can be show in this system.if found mysterious big amount,just check it.maybe it can control corruption on a level.
