  1. In Florida the 5 burrows would be caused by gopher turtles.

    In New York the 5 boroughs it would be that 5 small towns grew up near one another until they "touched".  Wanting to remain separate, but also, realizing that "the common good" would be to unite - they became a microcosm of the US - separate but together.
