What started the five burrows?

In Florida the 5 burrows would be caused by gopher turtles.

In New York the 5 boroughs it would be that 5 small towns grew up near one another until they "touched".  Wanting to remain separate, but also, realizing that "the common good" would be to unite - they became a microcosm of the US - separate but together.

The Five Boroughs were the five main towns of Danish Mercia (what is now the East Midlands). These were Derby, Leicester, Lincoln, Nottingham and Stamford. The first four would later become county towns. Each of the Five Boroughs were ruled as a Danish Jarldom, controlling lands lands around a fortified burh, which served as the centre for political power. These rulers were originally subject their overlords in the Viking Kingdom of Jorvik (or York) and operated their armies sometimes independently but often in alliance with rulers of their neighbours.
