What times is carpool open?

That depends on your local law.

I was just in L.A. and the law is that carpool lane is ALWAYS restricted to carpoolers.  Here in NYC, carpool lane are restricted ONLY during rush hours.

So check your local law.

It varies from state to State in the US. The best way is to look for the posted signs. In california bay area, the morning times are from 05:00 - 09:00 am while in the evening it is from 03:00 PM to 07:00 PM. Also, these restrictions are only from monday to Friday.

On all other times, anyone can use a car pool lane. I have also read one (funny!) law on car pool lane times - the time restrictions hold even on holidays - if they fall on monday to friday - for example, yesterday, (labor day) -  car pool times were in effect, since it was monday even though there was not much of traffic..
