Whats the deal with my webcam?

i got a new laptop and whenever i scrolled to the far left of the screen a little menu would open up for my webcam... but i closed that menu and cannot reopen it... the problem is that the webcam is running (as indicated by a blue light) and it's slowing everything down and making me unable to click the icons on my desktop (i had to go to the start menu to open internet explorer). without being able to get that menu up, i don't know how to turn the cam off. please help.

Check your start-up folder and make sure there isn't any webcam software that is set to start when you log in. You can also try 'ctrl-alt-delete' and see if you can manually kill the webcam process, without opening IE.
