When will and uncircumcised p***s show?

If you mean "at what age will this become possible, because at birth the skin is still attached to the head like a fingernail to a finger?", then the answer is "it depends". Somewhere in the first few years, the bond dissolves and the skin becomes able to move on its own.

If a boy makes it to puberty and the skin is still attached to the head, that's very unusual and might require medical attention. More common is simply for the opening at the tip of the f******n to be tight and small, so it's difficult to retract. That's solved simply by gentle stretching, usually in the bath or shower.
