Where can I get a tortoise?

I've looked around pet stores close by me and none seem to have tortoises for sale. They basically all have just water turtles. Where can I get a tortoise for a cheap price? Could I possible get it online?

well, lots of chinese stores have them because chinese love eating turtles(yuck!)
