Where do I get the molding?

Ok I am going to make a mermaid Tail but before that I need to make a mopdel of my waist down.....where can I get clay or something that I could mold myself in, with out getting it to stick onto anything.

umm... idk where you can find tons of clay for that, but Joann has some clay, maybe use foam or something!

The easiest way to go is buy a cheap narrow gown at a consignment store. That way you can dye it the desired color and not have to construct it from scratch. By finding a close fitting gown with a narrow hem, all you would really have to do is fashion a tail section.

Paper mache. Easy to find materials (newspapers will even do) and plain Elmer's glue (if you're really cheap, flour and water would even do). Shape it to what you like and then use it as a sewing model. Clean up is a breeze, and nothing is ruined if it gets onto the floor, table and yourself.
